Cecilia was born circa 1868 at Victoria.1 She was the daughter of James Oaten and Thirza Vaughan.
Cecilia Elizabeth Oaten married S. Skewes circa 1890.2 She lived with her parents at at Bell Street in the Melbourne suburb of Coburg in 1903.3 Cecilia's occupation was given as 'home duties' in 1903.3
Cecilia died in December 1930 at the Melbourne suburb of Ferntree Gully.4
