R. Holmes was born circa 1790.1 He was the son of (?) Holmes.1 R. Holmes was the MP for Newport, Isle of Wight, in 1814 at Newport, Isle of Wight.1
R. died on 27 July 1814 at The Hamble River, in Cowes, Isle of Wight, of drowning whilst on a punt with a friend.1
