Hedley Westbrook was born on 19 October 1868. He was the son of Thomas Westbrook and Fanny Elizabeth Lempriere. He presumably lived with his parents at at Roselle Villa in the Hobart suburb of Bellerive, Tasmania, in June 1881.1
Hedley Westbrook married Belle (?) circa 1890.2
