Frederick was born in 1884 at St. Arnaud, Victoria.1 He was the son of Albert Edward Oaten and Hannah Ackers. He presumably lived with his parents at Nicholson Street, in Ballarat, Victoria, in December 1890.2

He was the best man at Albert Edward Oaten and Mabel Grove's wedding in 1905 at St. Paul's, in Ballarat, Victoria.3,4

He married Sophie Ctina Schaefer, in 1908 at St. Arnaud, Victoria..5

Frederick died in 1937 at Seymour, Victoria.6
