Charles was born on Wednesday, 19 August 1829 at Melcombe Regis, Weymouth, Dorset.2 He was the son of Charles Berjew Fooks and Ann Chandler.1 He was baptised on Wednesday, 16 September 1829 at Melcombe Regis, Weymouth, Dorset.3 At this time his occupation was given as as an architect / civil engineer.

He married Catherine Compton, on Thursday, 16 January 1851 at Kennington, Kent. He was 21 and his wife Catherine was 18.

At the age of 21 Charles and his wife Catherine emmigrated from London on 27 February 1851 on the 'Steadfast.3' After a voyage of more than 4 months Charles and his wife Catherine arrived at Lyttelton, Canterbury, New Zealand, on 8 June 1851.3

Charles (and presumably his spouse Catherine) lived in 1853 at Cashell Street, Christchurch, New Zealand.3 Charles Edward Fooks was a surveyor.3 He was Town Clerk and engineer from 1878 to 1907 at Ashburton, Canterbury, New Zealand. Charles (and presumably his spouse Catherine) lived in 1880 at Coleridge, Canterbury, New Zealand.3

Charles died on 17 November 1907 at Christchurch, New Zealand, at age 78.4
